I'd consider whether a skeleton could even wear plate armour unless it was specifically made for them. This is less of an issue for a zombie, but as its flesh deteriorates, it would shed pieces of armour - the weight of the plate might even speed up this process (perhaps to the tune of 1HP per round of strenuous activity, like combat, losing 1AF for every cumulative 5HP damage (from any source)?)
Assuming you allow skeletons and zombies in plate armour (or any armour), I'd apply the same Att/Def penalties as if the creature was a sorcerer (i.e, completely non-proficient - skeletons and zombies are effectively mindless automatons, enjoying the passive benefits of the armour (AF) but without the skill to offset the combat penalties for the loss of mobility and speed). Consider also that you might be giving the characters lots of suits of valuable plate armour to sell (assuming you allow this sort of thing in your games).
