On the subject of movement, note that retreating is a full action (page 72). Because retreating is only one quarter the speed of normal movement, this suggests that moving backwards "costs" four times as much as moving forwards.
The alternative to Retreat is Rout, which leaves the player defenceless for one round, but then able to run. Because a full move is allowed, I would interpret the act of turning around in preparation for running as using up the normal Defence action. Next, let's put this all together...
